The wise and reasonable policy and the humanitarian initiatives put forward by the President of Turkmenistan Serdar Berdimuhamedov are of great importance in the recognition of our nation as an open country that strengthens friendship and unity in the new historic epoch. Neutrality is my happiness

 «7/24. tm», № 50 (133) The Resolution «The Permanent Neutrality of Turkmenistan» was adopted at the 50th jubilee session of the United Nations General Assembly with the unanimous support of 185 countries of the world on December 12, 1995. On June 3, 2015, the Resolution «The Permanent Neutrality of Turkmenistan» was adopted for the second time at the 69th session of the United Nations General Assembly with the support of 193 countries. This noble gift added strength to build up peace and cohesion in our country. As a result of the state policy of esteemed President Serdar Berdimuhamedov, neutrality of the Turkmen people has opened a wide way to pursue the humane policy and peace-loving, good-neighborly, friendly and fraternal relations.

Neutrality means happiness

Permanent neutrality is a sacred status that inspires the Turkmen people and gives them a new fortune, a value that is equal to the lifetime and the meaning of every day, which will be a step for a happy future. Turkmenistan attaches great importance to the development of cooperation with reputable international organizations, first, the United Nations. To date, our country adheres to the principles of positive neutrality, gathers practical experience in cooperation with the United Nations and takes an active part in the organization's efforts to ensure global peace.

Neutrality: Stability and Development of Turkmenistan

The emergence of the institution of neutrality has deep historical roots. It took shape over several centuries, but it developed the most in the 18th and especially in the late 19th and early 20th centuries. Initially, neutrality was regarded as the right of states to neutral trade. However, under the influence of various factors, neutrality began to be viewed as a scientific category and as the essential institution of international law. The status of neutrality is enshrined in international law and in the legal system of a number of states. Turkmenistan is a country of ancient civilisations; historical sources testify to wide political and diplomatic cooperation of the ancestors of the Turkmen people with the Chinese and Romans, which resulted in the formation of a unique system of political balance in the vast territories of Asia. The main factors of the progress of the Turkmen states of antiquity and the Middle Ages were a wide openness to the world and a commitment to a continuous dialogue with other states and nations.

Neutrality is our pride

As is known, the International Day of Neutrality enhances the prestige of our beloved Motherland in the world as a country that follows the principles of peace, goodwill, humanity, prioritizes mutually beneficial cooperation with other countries and regions, and uses its favourable geopolitical and geoeconomic potential for the interests and development of all humankind. This holiday is widely celebrated at the state level to mark our good neighbourly relations and ancient principles of friendship. Based on the main principles of positive neutrality, Turkmenistan implements an active foreign policy aimed at the interests of the peoples in the region and the world. Adhering to the generally recognized norms of international law, equality, mutual respect, good neighbourliness and mutually beneficial cooperation, our country occupies a worthy place in the international community. Independent, permanently neutral Turkmenistan attaches great importance to strengthening and deepening political, economic and cultural relations established with other countries and prestigious international organisations, namely, the United Nations, the European Union, the Shanghai Cooperation Organisation, the Organisation for Security and Co-operation in Europe, and the Organisation of Islamic Cooperation.

December 12 is Neutrality day in Turkmenistan

«7/24. tm», № 48 (131), 27.11.2022 December 12, 1995 is one of the important dates in the modern history of Turkmenistan. The adoption of the special Resolution «Permanent Neutrality of Turkmenistan» 27 years ago with the unanimous support of 185 UN Member States was a major event that had a positive impact on the political life of the planet.

Maintaining Commitment to the Principles of Neutrality

Since gaining independence, Turkmenistan has clearly outlined the guidelines of its foreign policy – to actively participate in solving urgent problems of the modern world and to cooperate with all countries, taking into consideration national interests and non-interference in the internal affairs of other states. Following the chosen course, Turkmenistan twice, in 1995 and 2015, was recognised by the Community of Nations as a permanently neutral state. The principles of permanent neutrality and the open-doors policy for cooperation with all interested partners form the basis of all areas of the foreign-policy activities of independent Turkmenistan. “Turkmenistan will continue the policy of neutrality based on good neighbourliness, mutual respect, equality and mutually beneficial cooperation with all states of the world,” President Serdar Berdimuhamedov emphasised in his inaugural speech. The political and diplomatic form of the multilateral international dialogue has become a defining one and is being actively promoted as water diplomacy, allowing cooperation with the world community to solve pressing global and regional water problems and to maintain a constructive dialogue with partners on the use of transboundary waters.

Turkmenistan as a full member of the world community of nations, has an active foreign policy, a key objective of which is to assist in worldwide to the efforts of countries to maintain and promote global security, prevent and neutralize the threat of conflicts, ensure conditions for a peaceful and stable development of the countries and peoples, which facilitates constructive international dialogue. Foreign policy of Neutral Turkmenistan has proven the effectiveness of its diplomacy of peaceful living, good neighborliness and mutually beneficial partnership with all interested parties. The core of the foreign policy of the country, developed by our Esteemed President of Turkmenistan Gurbanguly Berdimuhamedov, organically combines the fundamental principles of international law and diplomacy, as well as the positive experience of implementing large-scale initiatives to strengthen international co-operation. On the basis of its status, Turkmenistan succeeded to secure partnerships with the major international organizations and to build good-neighborly and equal relations with neighboring states. Neutral foreign policy of the country, in conjunction with the rich resource potential, attracts increasing flow of foreign investments into the economy and contributes to enhancement of the life quality of the population.

The foreign policy of our Motherland Turkmenistan is based on its neutrality, peace loving and goodwill international traditions. In the Epoch of Might and Happiness the creative initiatives of our Esteemed President put forward with the aim of strengthening of universal peace, security and stability meet wide support in the whole world. Our Neutral state is widely known in the world as the state putting forward inter regional co-operation, goodwill, mutually beneficial bilateral and multilateral relations in foreign policy. Following the international legal status of Neutrality and taking into consideration the situation formed in the region and the whole world, our Motherland successfully realizes the foreign policy directed at securing the universal prosperity and peaceful development, positive solution of the most important problems of the present times, at regulating mutual understanding and its stability. The growing interests for establishing long term and multilateral relations with our secular, democratic and legal state show that the «Open doors» policy of Turkmenistan manifests itself brightly in all the events of international importance.
