Peculiarities of Neutrality status of the states

Permanent neutrality is the international legal status that has undertaken not to participate in any wars that are occurring or may occur in the future, and to refrain from actions that could involve such a state in war. In this regard, permanently neutral states do not take part in military-political alliances, building trust and cooperation between states. The legal confirmation of this status is the conclusion by the interested states of an appropriate international treaty with the participation in it of a state endowed with the status of permanent neutrality. The validity of such an agreement is not determined by any period — it is concluded for the entire future. According to its obligations, a permanently neutral state must comply with the rules of neutrality in the event of a military conflict between any states.

Today, the Turkmen people celebrate the International Day of Neutrality and the 28th anniversary of the adoption by the United Nations General Assembly of the Resolution on the permanent neutrality of Turkmenistan. This glorious holiday represents peace, stability, good friendly relations with all states, based on the principles of mutual respect and equal cooperation and, of course, the indestructible unity of the nation. Early in the morning, President Serdar Berdimuhamedov took part in a solemn ceremony of laying flowers at the Monument of Neutrality – a majestic memorial complex that personifies the Homeland’s unwavering commitment to the ideals of peace, creation and goodness.

Neutrality is a Model of Creative Humanism

The inexhaustible sources of the creative way of life of our people are commitment to a non-violent way of resolving tense situations and unity based on selfless love for humanity. The thinker of the early 19th century Niyazkuli at-Turkmeni writes, “A kind attitude towards people and wishes for peace are the adornment of any people, where faith in friendship and loyalty in friendship represent the basis of the moral power of the nation.” The neutral path of development is not an indifferent avoidance of emerging contradictions, but an active approach to resolving them, where restraint and non-interference are the conditions for the peaceful resolution of disputes and clashes. This position allows us to lay a strong foundation for peaceful and creative dialogue, where the ability to listen and be heard reigns. It is in this formula of humanism that a strong will and sincere commitment to action is developed for the sake of the peaceful resolution of all disagreements. The wise thinker and humanist poet of the 18th century Dovletmammet Azadi in his treatise Wagzy-Azat writes that confidential and frank dialogue serves for the sake of universal happiness and wellbeing.

«BUILD A CITY, and let its windows be wide...»

Although the poet wrote these lines about half a century ago, he seems to have a clear vision that high rise towering buildings will be constructed in his homeland in the future. The number of socially beneficial projects being carried out in the country, especially the transformations related to the construction of modern buildings and residential houses, is increasing every year. This is not the case with respect to one or several specific areas of the national economy and social system, but it produces positive results in relation to the performance of all structural sectors. We see it primarily in the high buildings that are glittering with light, which are the examples of all the developments and reforms. The architectural art of the hardworking Turkmen people, which creates a harmonious combination of modernity, elements of national art and classical styles, dates distant past. The house construction and amazing national art, which spread the fame of the Turkmens through out the world with the Jeitun culture, had been further improved, and are even to day actively applied in modern buildings and facilities. Neutrality is my happiness

 «7/24. tm», № 50 (133) The Resolution «The Permanent Neutrality of Turkmenistan» was adopted at the 50th jubilee session of the United Nations General Assembly with the unanimous support of 185 countries of the world on December 12, 1995. On June 3, 2015, the Resolution «The Permanent Neutrality of Turkmenistan» was adopted for the second time at the 69th session of the United Nations General Assembly with the support of 193 countries. This noble gift added strength to build up peace and cohesion in our country. As a result of the state policy of esteemed President Serdar Berdimuhamedov, neutrality of the Turkmen people has opened a wide way to pursue the humane policy and peace-loving, good-neighborly, friendly and fraternal relations.

Neutrality: Stability and Development of Turkmenistan

The emergence of the institution of neutrality has deep historical roots. It took shape over several centuries, but it developed the most in the 18th and especially in the late 19th and early 20th centuries. Initially, neutrality was regarded as the right of states to neutral trade. However, under the influence of various factors, neutrality began to be viewed as a scientific category and as the essential institution of international law. The status of neutrality is enshrined in international law and in the legal system of a number of states. Turkmenistan is a country of ancient civilisations; historical sources testify to wide political and diplomatic cooperation of the ancestors of the Turkmen people with the Chinese and Romans, which resulted in the formation of a unique system of political balance in the vast territories of Asia. The main factors of the progress of the Turkmen states of antiquity and the Middle Ages were a wide openness to the world and a commitment to a continuous dialogue with other states and nations.

As is known, the International Day of Neutrality enhances the prestige of our beloved Motherland in the world as a country that follows the principles of peace, goodwill, humanity, prioritizes mutually beneficial cooperation with other countries and regions, and uses its favourable geopolitical and geoeconomic potential for the interests and development of all humankind. This holiday is widely celebrated at the state level to mark our good neighbourly relations and ancient principles of friendship. Based on the main principles of positive neutrality, Turkmenistan implements an active foreign policy aimed at the interests of the peoples in the region and the world. Adhering to the generally recognized norms of international law, equality, mutual respect, good neighbourliness and mutually beneficial cooperation, our country occupies a worthy place in the international community. Independent, permanently neutral Turkmenistan attaches great importance to strengthening and deepening political, economic and cultural relations established with other countries and prestigious international organisations, namely, the United Nations, the European Union, the Shanghai Cooperation Organisation, the Organisation for Security and Co-operation in Europe, and the Organisation of Islamic Cooperation.

Maintaining Commitment to the Principles of Neutrality

Since gaining independence, Turkmenistan has clearly outlined the guidelines of its foreign policy – to actively participate in solving urgent problems of the modern world and to cooperate with all countries, taking into consideration national interests and non-interference in the internal affairs of other states. Following the chosen course, Turkmenistan twice, in 1995 and 2015, was recognised by the Community of Nations as a permanently neutral state. The principles of permanent neutrality and the open-doors policy for cooperation with all interested partners form the basis of all areas of the foreign-policy activities of independent Turkmenistan. “Turkmenistan will continue the policy of neutrality based on good neighbourliness, mutual respect, equality and mutually beneficial cooperation with all states of the world,” President Serdar Berdimuhamedov emphasised in his inaugural speech. The political and diplomatic form of the multilateral international dialogue has become a defining one and is being actively promoted as water diplomacy, allowing cooperation with the world community to solve pressing global and regional water problems and to maintain a constructive dialogue with partners on the use of transboundary waters.

Turkmenistan as a full member of the world community of nations, has an active foreign policy, a key objective of which is to assist in worldwide to the efforts of countries to maintain and promote global security, prevent and neutralize the threat of conflicts, ensure conditions for a peaceful and stable development of the countries and peoples, which facilitates constructive international dialogue. Foreign policy of Neutral Turkmenistan has proven the effectiveness of its diplomacy of peaceful living, good neighborliness and mutually beneficial partnership with all interested parties. The core of the foreign policy of the country, developed by our Esteemed President of Turkmenistan Gurbanguly Berdimuhamedov, organically combines the fundamental principles of international law and diplomacy, as well as the positive experience of implementing large-scale initiatives to strengthen international co-operation. On the basis of its status, Turkmenistan succeeded to secure partnerships with the major international organizations and to build good-neighborly and equal relations with neighboring states. Neutral foreign policy of the country, in conjunction with the rich resource potential, attracts increasing flow of foreign investments into the economy and contributes to enhancement of the life quality of the population.

Years marked by permanent Neutrality

December 12, 1995 is the official day of the recognition of the status of Turkmenistan's eternal neutrality. This date has been widely celebrated every year as a national holiday and was adopted unanimously 26 years ago with a corresponding resolution. As we know, there is another truth December 12th was unanimously adopted at the 71st session of the UN General Assembly on February 2, 2017 «International Neutrality Day». Now, this day is widely celebrated every year as International Neutrality Day by all countries of the world.

We are happy and peace-loving people

The year 2021, which is being held under the motto “Turkmenistan – the Home of Peace and Trust”, is coming to an end. All the events of the current year have become a vivid confirmation of this motto. Moreover, our people this year widely and solemnly celebrate the 30th anniversary of the sacred independence and the 26th anniversary of the neutral status of Turkmenistan. Owing to the initiatives of the respected President Gurbanguly Berdimuhamedov, which are voiced at various international forums, the world community identifies independent and neutral Turkmenistan with an original state course and a fundamentally new approach to the comprehensive solution of strategic tasks of the development of our country and relations with other countries. This course is based on the principles of neutrality. And they, in turn, are based on the national mentality of our people, which is remarkable for its openness, peaceableness, hospitality and respect for the cultures of other peoples. These features have been formed for centuries, because, as it is known, the Great Silk Road passed through Turkmenistan.
