Maintaining Commitment to the Principles of Neutrality

Since gaining independence, Turkmenistan has clearly outlined the guidelines of its foreign policy – to actively participate in solving urgent problems of the modern world and to cooperate with all countries, taking into consideration national interests and non-interference in the internal affairs of other states. Following the chosen course, Turkmenistan twice, in 1995 and 2015, was recognised by the Community of Nations as a permanently neutral state. The principles of permanent neutrality and the open-doors policy for cooperation with all interested partners form the basis of all areas of the foreign-policy activities of independent Turkmenistan. “Turkmenistan will continue the policy of neutrality based on good neighbourliness, mutual respect, equality and mutually beneficial cooperation with all states of the world,” President Serdar Berdimuhamedov emphasised in his inaugural speech. The political and diplomatic form of the multilateral international dialogue has become a defining one and is being actively promoted as water diplomacy, allowing cooperation with the world community to solve pressing global and regional water problems and to maintain a constructive dialogue with partners on the use of transboundary waters.

Bright Symbols of the Turkic World

The decision of the International Organisation of Turkic Culture (TURKSOY) to declare 2024 the Year of the Great Poet and Thinker of the Turkic World – Magtymguly Pyragy and the ancient Turkmen town of Anau the cultural capital of the Turkic world 2024 raises pride in our country and leaves none of citizens of Turkmenistan indifferent. Today, centuries later, the poetic lines of the great son of the Turkmen people, calling for love of the Motherland, unity and brotherhood, remain relevant and echo in every heart. Magtymguly Pyragy!..There is, perhaps, no more famous and more honourable name among the Turkmen people. It is difficult to find another poet in the history of Turkmen literature, whose work has not rolled off the lips for three centuries, whose poetry served as the same exact and accurate expression of the aspirations of every Turkmen.

Vitamin D for Your Health

Recently, the Resolution of the President of Turkmenistan approved the Strategy for prevention of vitamin D deficiency for 2023–2028 and the Action Plan for the its implementation. Our newspaper has told about the importance of vitamin D for health, which is difficult to overestimate, and the ways of “replenishing” it. The main function of vitamin D is to help the body absorb calcium and phosphorus from food through the walls of the small intestine. Now, it is grouped together with hormone-like substances, although initially, discovered by an American scientist Elmer McCollum in 1922, it was considered only as a vitamin. Despite the name (vitamins are organic compounds that cannot be synthesised by the organism and therefore must be derived from the food we eat), vitamin D is not actually a vitamin. It belongs to a group of biologically active substances, including cholecalciferol (vitamin D3) and ergocalciferol (vitamin D2).


Demonstrating amazing ingenuity and resourcefulness, the Turkmen people learned to extract life-giving moisture from the bowels of the earth in ancient times. This is illustrated by kyarizes – ancient hydraulic structures, which represent a system of wells connected by underground galleries. Though some of the surviving kyarizes are several centuries old, they continue to serve people by collecting and bringing groundwater to the earth’s surface. These man-made sources of water have served man for thousands of years. Today, in the period of the Revival of the New Era of the Powerful State, specialists of the Bäherdenagyzsuw Directorate conduct maintenance, repair and improvement work at the kyarizes Garaja, Chopan, Hyuntyush, Dov, Garasuv, Han, Janabat, Kone Borme, Bami ata and Shih ata located at the foothills in the Baherden etrap, Ahal velayat. No one will probably ever know when the first kyariz was dug in the ancient Turkmen land, and the point is not in this, but in what an important role these facilities played in the life of our ancestors for thousands of years.

The President of Turkmenistan Conducts a Working Meeting via the Digital System

President Serdar Berdimuhamedov conducted a working meeting via the digital system with the participation of the Deputy Chairman of the Cabinet of Ministers A. Yazmyradov, who is in charge of the agroindustrial complex and the hyakims of the velayats, at which the dynamics of seasonal field work and issues of the socioeconomic development of the regions were considered. First, the floor was given to the Ahal Velayat Hyakim Ya. Gurbanov, who reported on the pace of agricultural campaigns, picking cotton and sowing wheat, and on preparations for the International Day of Neutrality.

Import Substitution as a Crucial Economic Factor

A flexible and pragmatic import substitution strategy underlies the successful development of all spheres of Turkmen economy. Its successful implementation contributed to the continued downward trend of imports, since the increase in domestic production has enabled to reduce the imports of many products, consumer goods and foodstuffs. In recent years, Turkmen producers have significantly expanded their presence in the market. Such large-scale work allows creating new industrial areas for Turkmen economy and expanding consistently the list of domestically produced goods able to compete in the market. Domestic manufacturers have made great progress in all sectors of the economy and consistently expand the list of goods, contributing to saturating the domestic commodity market and enhancing the export potential of our country.

Happy Moments of Unforgettable Meetings in Dashoguz

The Friendship Festival of fraternal peoples took place in the ancient Turkmen land. The solemn opening ceremony was held in the majestic building “Türkmeniň ak öýi”. Those present listened with great excitement to the Addresses of the President of Turkmenistan Serdar Berdimuhamedov and the President of the Republic of Uzbekistan Shavkat Mirziyoyev. The participants of the Festival visited the historical and cultural monuments located in the Kunyaurgench State Historical and Cultural Reserve, inscribed on the UNESCO World Heritage List. The guided tours gave the guests from Uzbekistan an opportunity to see the unique monuments of history and culture, which had become an invaluable heritage of world civilisation. These inlcude one of the tallest minarets in Central Asia, the 60-metre Kutlug Timur Minaret, the mausoleums of Khwarezmshah Tekesh and Il Arslan and other genuine masterpieces of the medieval East. In the evening, the Uzbek actors from the Khorezm Regional Theatre of Musical Drama showed a theatrical production Kais on the stage of Nurmuhammet Andalib State Music and Drama Theatre.

Turkmen University in the World Ranking in Jurisprudence

One of the domestic universities – the International University for the Humanities and Development – according to results of 2022, took the 96th place in the authoritative international ranking "Nica.team Law School Ranking" (Ranking of higher educational institutions of the Nica.team in the field of law). Being the first institution of higher education from Turkmenistan, which entered the top 100 of such a prestigious and unique “pedestal of honour” in the field of education, the IUHD was placed in the rating table next to Harvard University (USA), Cambridge University and Oxford University (UK), the University of Sydney (Australia), the University of Vienna (Austria) and others. In total, this ranking includes 1,677 universities from around the world. When commenting on this achievement at the International University for the Humanities and Development, it was stated the Nica Law School Ranking, in addition to the world one, also ranked higher education institutions in a number of other areas on a regional scale. If in jurisprudence the International University for the Humanities and Development in the world ranking rose to 96th position, then in the field of international humanitarian law it is recognised as the ninth in the world, in the Asian continent, the IUHD became thirty-fifth and in the field of international humanitarian law in Asia it ranked fifth in the prestigiou

Time to Plant Trees

Large-scale tree planting activities, which have become a good tradition of beautifying and decorating the homeland with our labour, started again. Ecologists, foresters and thousands of volunteers across the country aim their long-term activities to put into practice the national motto “Let’s turn Turkmenistan into a blooming garden!” This year’s autumn planting season is a good finish of the year, as most of the three million trees and shrubs were planted this spring. The start date of activities is set each year depending on the weather, in the spring – with enough time before the onset of heat, and in the autumn – when the weather becomes colder. In recent years, deciduous species, including fruit trees and grapevines, have been planted in large numbers, since planting deciduous trees has practical benefits for horticulture development. In natural conditions, plantings in the suburbs and around recreational facilities protect from the winds and provide shelter, food for birds and other small animals and shade for herbaceous plants.

The President of Turkmenistan Launches the Autumn Tree Planting Campaign

In Turkmenistan, with the participation of President Serdar Berdimuhamedov, the autumn tree planting campaign was launched as part of the implementation of the National Afforestation Programme. The mass tree planting action organised in the new modern administrative centre of the Ahal velayat was held with the participation of the Chairman of the Halk Maslahaty of the Milli Gengesh of Turkmenistan, Honorary Elder Gurbanguly Berdimuhamedov, who was also interested in the state of construction work being carried out there. Sustainable Cities Are the Key to a Green Future

In accordance with the Resolution of the UN General Assembly, World Cities Day is observed in the international calendar at the end of October. The aim of the Day is to raise awareness about the challenges facing cities all over the world and to set the international community on the implementation of the new Urban Development Agenda. Turkmen Alabays is the Pride and Centuries-Old Property of the Nation

The complex of the Türkmen Alabaý Itleri International Association hosted celebrations in honour of the Holiday of the Turkmen Alabay, within which the ceremony of awarding the winners of the contest “Ýylyň Türkmen Edermen Alabaýy” and the thematic competition among representatives of creative professions were held. The Holiday of the Alabay is the youngest in the national calendar of Turkmenistan. In 2021, for the first time, it was celebrated together with the National Day of the Turkmen Horse, and this year, according to the Decree of the President of Turkmenistan, it is celebrated for the first time as a separate festivity.

Agreement on the Establishment of the Turkmen-Russian Inter-Parliamentary Commission on Cooperation Signed

The Chairman of the Halk Maslahaty of the Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov left for an official visit to the Russian Federation. Turkmenistan–Russia: a New Level of the Inter-Parliamentary Relations
